Abstract

After the Second World War, millions of people were affected by displacement and countless families had been separated. Children played an important role in Europe’s post-war population politics and for the international humanitarian organisations working there. This involved, among others, the mission to take care of unaccompanied minors and bring them back to their families or countries of origin. The article examines how different forms of belonging were discussed and how these discussions influenced the children’s future, using case files of the Child Search Branch of the United Relief and Rehabilitation Administration and its successor, the International Refugee Organisation. During this process, children were often placed in children’s homes for temporary care. The examples presented in this contribution reflect the influence of population politics and contemporary family and gender norms on individual and organisational interpretations of belonging and the “best interest” of a child as well as the scope of action or agency influence of those involved in the process, including the children.
