In Germany there is an ongoing conversion of agricultural land to residential and commercial uses. The present land use planning policy has been only partially successful in limiting urban sprawl and, as a result, the actual use of land for new residential and commercial developments is much higher than the targets set in the national strategy for sustainable development. Thus, market-based instruments in land use planning might be a worthwhile alternative to the traditional instruments. This paper investigates a potential system with Tradable Development Rights (TDR) covering local authorities in Germany by means of a field study as well as a controlled lab experiment. The study provides insights into the actual design of MBIs for Transferable Development Rights, and on how long-term targets for a sustainable use of land may be reached.
