Die Flüchtlingsströme in wirtschaftlich erfolgreiche Länder Europas reißen nicht ab. Da Armut und Krieg, die fundamentalen Ursachen der Flucht, in naher Zukunft nicht zu beseitigen sind, werden nach dem Winter neue Menschenmassen versuchen, die EU-Außengrenzen zu überqueren. Dabei nehmen die Flüchtlinge enorme Risiken in Kauf. Meeresüberquerungen forderten bereits Tausende Tote, und der Landweg ist ebenfalls nicht ungefährlich. Die Profiteure sind Schlepper, die den Transport organisieren und das menschliche Elend ausnutzen. Ihnen muss effektiv das Handwerk gelegt werden.
