In Deutschland herrscht gegenüber direktdemokratischer Mitsprache eine historisch bedingte Skepsis. Politiker der meisten Parteien stehen einer Ausdehnung ablehnend gegenüber. Doch wie steht es um die Präferenzen der Bürgerinnen und Bürger, wenn sie die Möglichkeit erhalten, über die direkte Mitbestimmung abzustimmen? Dieser Beitrag untersucht anhand der 1995 in Bayern eingeführten Bürgerbegehren und Bürgerentscheide auf Kreis- und Gemeindeebene, welche Einflussfaktoren die Zustimmung zu mehr direkter Demokratie bestimmen.
