Über die allgemeinen Ziele der Europäischen Union herrscht weitgehend Einigkeit: Die EU soll ein freiheitlicher und friedlicher Wohlstandsraum sein. Sie soll von Vielfalt geprägt sein, denn Vielfalt ist ein Wert an sich sowie Voraussetzung für fruchtbaren Wettbewerb. Die EU soll keine Wohlstandsinsel sein, denn sie profitiert vom Wohlstand ihrer Nachbarn durch Handel, Ideenaustausch und Wettbewerbsdruck. Die EU soll durch nachhaltige Politik auch zukünftigen Generationen hervorragende Lebensbedingungen bieten. Und die EU soll eine positive Rolle zur Mehrung der Freiheit und des Wohlstands in der ganzen Welt spielen.
