The German government’s recent Africa policy treats Africa as an “equal” partner rather than a development challenge. At the core of this agenda lies the promotion of partnerships between German businesses and African private investments. This work takes an interest in these developments and probes further into their applicability in practice. Examining the case of a business negotiation between a selected German medium-sized company and a Ugandan business council, I will weigh in on the intricacies of negotiations for partnerships. Linking the analysis of policy documents to this empirical case, I investigate how current trends in German development policy influence development in practice. Examining issues of power, the potential avenues of conflict, the actor’s diverging interests and the strategies that are employed in decision-making, the thesis unveils what goes on behind the scenes of developing and negotiating such initiatives.
