Der Beitrag bespricht in ausführlicher und kritischer Form die Entscheidung des OVG Thüringen, die sich insbesondere mit der Frage auseinandersetzt, ob auf Grundlage des im Jahr 2019 novellierten ThürPersVG eine Allzuständigkeit des Personalrats gegeben ist. Dabei findet auch die bundesverwaltungsgerichtliche Rechtsprechung zur Allzuständigkeit in anderen Bundesländern breite Berücksichtigung.
