Abstract
Physical literacy has become an increasingly prominent concept in physical activity, sport,
education, and public health, yet no consensus currently exists regarding its definition or
terminology in German-speaking countries. This study protocol describes the development
of a national consensus for Germany, Austria, and Switzerland using a three-round Delphi
process involving experts from sport science, health, education, and related fields. Across
three sequential online survey rounds, participants will evaluate, refine, and reach
agreement on definitions, conceptual domains, core elements, and appropriate German
terminology for physical literacy. Quantitative ratings and qualitative feedback will be
analysed iteratively to inform subsequent rounds, with consensus defined according to
established Delphi criteria. By integrating interdisciplinary perspectives, the project aims to
establish a shared conceptual foundation for research, policy, and practice in the German-
speaking context. The resulting consensus is expected to strengthen the implementation,
dissemination, and long-term development of physical literacy across sectors.
