Abstract
Introduction
Against the backdrop of demographic and epidemiological shifts, there is an enormous and diverse need for action regarding the care of older adults (aged 65+). Person-centered, integrated long-term care (PC-I-LTC) represents a promising approach to adequately addressing the specific needs of older adults and their formal and informal caregivers, while also reducing social inequalities. This paper aims to outline a proposed solution that supports the development of PC-I-LTC, assesses the Social Return on Investment (SROI) of specific measures, and thereby illustrates the societal added value of PC-I-LTC.
Method
In addition to various literature reviews, a mixed-methods approach was employed, involving interviews as well as scenario and expert workshops with relevant stakeholders. Furthermore, data from the Survey on Health, Ageing and Retirement in Europe (SHARE) were analyzed and triangulated. A multidisciplinary expert board discussed the findings and evaluated and adapted them regarding their transferability.
Results
To date, 378 interviews and four scenario workshops have been conducted and analyzed. Additionally, expert workshops were held on key topics such as "policy," "person-centeredness," and "social inequalities." Based on these findings, an iterative process was used to develop a framework that defines the core concepts of PC-I-LTC and structures them within an overarching model. Moreover, a preliminary toolbox was designed to translate key aspects of PC-I-LTC into concrete, operational "key strategies"—specifically for meso-level actors in the long-term care sector—thereby providing a practical frame of reference. Together, they form the basis for identifying and selecting regional development needs and gaps in PC-I-LTC provision; these are then intended to be translated into specific proposed solutions through collaborative, participatory approaches involving relevant stakeholders.
Conclusion
Future evaluation should assess the extent to which the toolbox and framework can help loosen existing structures within established long-term care settings and transform them in a way that aligns them more closely with the normative conditions of PC-I-LTC.
